The Virginia Condominium Act requires our Board of Directors to establish a reasonable, effective and free method, appropriate to the 334-unit size of our Market Street at Town Center Condominium, for us unit owners to communicate among ourselves and with the Board of Directors regarding any matter concerning our Unit Owners Association (UOA). The Act also prohibits our Board from requiring prior approval of the dissemination or content of any material regarding any matter concerning our UOA. I think our Association is insufficiently complying with the requirements cited in the above paragraph. Sending an email to the Board at marketstreetboard@gmail.com and using the suggestion box in the lobby don't appear to me to facilitate communication among (non-Director) unit owners. The so-called "Open Forum" at the beginning of Board of Directors meetings also doesn't seem to meet the requirement--especially since the Board set the three-minute-per-unit-owner limit. With regard to the no-prior-approval requirement, I think the Director who is currently our Association President has acted wrongly regarding my occasionally leaving a copy of my proposed leasing bylaw amendment in the Internet Center or the Fitness Center. She recently told me she has been picking up the proposed amendment when she sees one, and stated two reasons why she does so: (a) concern that other unit owners might think my proposed amendment is something the Board of Directors is pushing, and (b) if I am permitted to leave that proposed amendment lying around, then the Association would have no basis to prohibit fliers left by someone trying to set up a prostitution ring!For more information about this issue, please see the related posts in my Market Street at Town Center Condominium Unit Owners Association issues forum at the below link.
